A. DataMiner is a set of PHP classes for manipulating database content (see the following http://sourceforge.net/projects/dataminer) - PHP is not supported on Windows CE - I'm assuming the data from the water meter is probably being read from a serial or other port, if so, the data could be stored in a SQLCE database and be manipulated through .NET Compact Framework and ADO objects.
